PUID and GUID for non-root

I'm probably missing something. When I deploy the NGIX Proxy Manager container without PUID and GUID, where the data and letsencrypt directories are owned by root everything works fine. When I add:

environment:
      PUID: 1000
      PGID: 1000

I get the login screen, but entering valid credentials and clicking "Sign In", nothing happens. No error messages, no change to the screen whatsoever. I've gone back and forth several times and the only difference appears to be the PUID and GUID applied to the data and letsencrypt directories.

Any ideas?

Some additional information looking at docker logs for the container, the logs stop at the highlighted line when PUID and PGID are set, but continue on when they are not set:
