Bug: Toolbar pops on and off in dual pane mode

Description

If having a dual pane tab, with Home and any other folder open, clicking between tabs will show/hide the toolbar, which makes it hard and annoying to point and directly right-click a specific file in the inactive pane list when the Home pane is in focus, as the whole UI offsets when the toolbar shows/hides.

Steps To Reproduce

1. Open a tab
2. Create a dual-pane tab
3. Open the Home page on one tab and any other path in the other.
4. Click between the tab contents left-right-left-right

Notice how the toolbar appears-disappears-appears-disappears
This creates a werid and annoying effect that offsets the content area, making it hard to directly right-click on a specific file in the inactive pane, if the focused pane is the Home pane.

Currently since Home page doesn't provide most operation commands available in other folders, we disabled Toolbar and StatusBar in Home. It's intended behavior *as of now*

I am aware that the options in the status bar do not apply on the Home page, but the behaviour is erratic when in dual-pane mode. We should keep the status bar, but disable all options in it for the Home page or something similar, to maintain the vertical spacing consistent for the two panes.
