Given that the, above mentioned, *Custom Script* control methods are in place, the citizen developers will not be allowed to add arbitrary JavaScript code or Script Editor Web Parts. This can potentially make your SharePoint environment more stable and maintainable, but at the same time you might prohibt some *innovation* in your company, and should make sure that your citizen developers aligns with your enterprise developers on using SharePoint Framework going forward.
