[RISCV] Check if we still need EVLIndVarSimplifyPass

Now that #147222 is merged, I believe it supersedes the EVLIndVarSimplifyPass. I think we can try and remove it and the associated metadata that is attached in the loop vectorizer.

Sure, I started by adding an option to disable it by default in #151483, while still allowing it to be re-enabled manually.
