Remove "rescript dump" command from rewatch

Currently, rescript dump is the only cli command left in rewatch that is forwarded to the legacy build system and not implemented natively in Rust.

Do we still need that command?

What does it do?

Looking at the JS source code, I think what it's supposed to do is given a .cmi file (you are not allowed to pass anything else),

1. make sure that .cmi file is built/up to date
2. dump its content (as .resi source) by running bsc <cmi file>

I didn't really get it to work though when trying it with ReScript 11. I would always get "unknown target" on step 1.

I can confirm though that bsc <cmi file> really dumps the contents as expected.

IMHO this command is totally exotic, probably broken since a long time, and actually unnecessary as one can just directly run bsc on a cmi file anyway.

It certainly doesn't make any sense to keep this as a top-level command in the ReScript (rewatch) cli. I'll remove it.
