Regression: intrinsics::drop_in_place removed

This was removed in #140151 with zero regressions, but it seems like that's not completely true (see above). A search on GitHub (std, core) finds several other cases, though still single-digit.

My guess is these two don't merit reconsidering that decision though, but nominating for libs-api to formally say so.

We discussed this in the @rust-lang/libs-api meeting. Given that the breakage is only on some Github repos and not any published crates, we are confident that no crates are relying on this, even indirectly. As stated in #140151 this has been deprecated for over 4 years, during which FCWs have been emitted, even in dependencies.
