Configure MySQL with a same-major upgrade policy

Since 9.0, each subsequent 9.x release of the MySQL JDBC driver has been described as superseding the previous minor. There have been no maintenance (9.x.y) releases and backwards compatibility appears to be very good. Given this situation, we want to treat MySQL differently and pick up new minor versions in maintenance releases of Boot.
