* A major update to SharePoint rate limiting

As part of the continuous improvement to the SharePoint API and developer experience, we are publishing the rate limiting for SharePoint APIs and bringing more clarity in how SharePoint throttling works.

* Fixed a few warnings on the URL localization

* Fix a couple relative URLs
