This commit converts the class CStringChecker to the checker family framework and slightly simplifies the implementation. This commit is NFC and preserves the confused garbage descriptions and categories of the bug types (which was inherited from old mistakes). I'm planning to clean that up in a follow-up commit.

This ternary operator was – fortunately – dead code: this method was only called when Filter.CheckCStringOutOfBounds
was true.

It's probably good.
This commit converts the class CStringChecker to the checker family framework and slightly simplifies the implementation.
This commit is NFC and preserves the confused garbage descriptions and categories of the bug types (which was inherited from old mistakes). I'm planning to clean that up in a follow-up commit.
