This PR enforces that SPIR-V instructions only allow fixed-size vectors (no scalable vectors) by updating
SPIRV_VectorOf
to useFixedVectorOfLengthAndType
instead ofVectorOfLengthAndType
. The affected MLIR tests are also updated accordingly.
