Switch to using a GitHub app for authenticating rustc-pull PRs. This means that we no longer have to close and reopen the PR for CI to run.
We need to depend on a branch of josh-sync for this to work, once all repos switch to GH apps, I will switch it back to master. Many PRs inbound... :D
